So it's about 17 degrees here in Raleigh. We simply aren't mentally prepared to live like this here. Cold air + wind makes me feel like a turtle; I'm constantly trying to burrow my neck into whatever jacket/coat/sweater I'm wearing. Wrapping up in a big, soft scarf definitely helps. It's like a cold forcefield. They don't have to be expensive either; this one from the Gap (similar here) was around $30 and it is super soft and lovely. I also feel like everyone should have a great chunky cable knit sweater in their repertoire, something like this maybe? Or you can ignore all of this and just stay inside wrapped in a blanket like a giant burrito. I won't judge.
